The Embassy of the Republic of Kazakhstan is accredited to Singapore, Australia and New Zealand, with its office at Great World City. Since one of the stops along my graduation trip is Kazakhstan, I had to apply for a tourist visa. The process is quite easy and took 5 working days before I could collect my passport, ie. apply on Monday and you can collect it the following Monday. The cost is 25 USD = S$34. Singapore is among the 48 countries that does not require a letter of invitation (unlike the Russian visa), so a personal letter stating your motivation to visit Kazakhstan would suffice. The staff at the embassy just looked through my hostel, train bookings and insurance before handing them back to me. He only collected the visa application form (with personal photo attached) and my letter of motivation. After submitting all the documents below, you have to go to a HSBC bank to make a cash deposit into the bank account of the Embassy of Kazakhstan. The exchange rates are prevailing, and in order to collect your passport, you have to show proof of payment and the slip of paper that contained your reference number. There is no express option, so allow one week for your visa to be processed.
For visa submission, there are only three days per week: Monday, Wednesday and Friday 9.30-11.30am
For collection, it would be the same timings as well.
Documents required
1. Completed visa application form (one per person). All fields must be completed and signed otherwise your application will be refused.Only for the applicants-nationals of 48 countries (Singapore included).
2. Single/Double Entry Tourist Visas
A letter with a request to issue a visa addressed to the Consular Section of the Embassy of Kazakhstan.
Please, indicate the purpose of your trip, your contact in Kazakhstan, the dates of your planned trip, and places to be visited. Letter should be typed on computer, printed out and signed/stamped (if applicable). For double entry full itinerary must be presented.
3. A valid passport (a photocopy will not be accepted) which should have at least one blank page for a visa. Your passport must be valid for at least six months longer than the validity of the requested visa.
4. One recent, colour photo of the applicant which should be stapled to the marked space in the upper right hand corner of the application form
5. Hotel booking should be provided in a printed form.
6. Travel insurance certificate should be provided in a printed form
7. Flight or rail tickets should be provided in printed form

yes you can apply for the Kazakh visa in Singapore as long as you have the necessary documents.
